I mean, the Playstation 3 version was based from the PS2 version of the game which was 30 FPS. But I think the PS3 could have handled the 60 FPS easily for this old game, anyway.If they reduced the FPS in half, do you think the game logic was not based on the FPS? It didn't break the game, right? I don't know the details of the development, but if the game was 60 FPS before, I think unlocking the 60FPS by Modding (if the official release is 30 FPS) won't break the game.I hope so.

The fact the PS3 version is 30FPS yet Tales of Symphonia: Dawn of the New World/Knight of Ratatosk is 60 on the PS3 actually makes it more likely they did in fact tie the mechanics to frame rate, I would guess. It is not a matter of whether it is possible to change the frame rate, but instead whether it is financially feasible. The PS2 was so huge it was likely worth the money to make the changes necessary to lower the frame rate to 30 to run on the PS2 hardware (which is less powerful than the Gamecube). I'm guessing the PS2 version was chosen to port to the PS3 because they added content to that version.This does not bode well for the chances of 60FPS Tales of Symphonia on the PC.
